KYOSH

The Division of Education and Training Partnership Programs develop various partnerships to assist in making Kentucky a safer place to work.

 VPP - Voluntary Protection Partnership

The Voluntary Protection Partnership (VPP) of Kentucky is a program offered by the Division of Education and Training to recognize and promote exemplary safety and health performance in the workplace. Participants must meet rigorous qualifying criteria and undergo an extensive on-site evaluation in order to be certified as a program participant. The program is very similar to federal OSHA's VPP program and includes removal from the general scheduled inspection list.

SHARP - Safety and Health Achievement Recognition Program

SHARP was designed by the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) to encourage and recognize excellence in occupational safety and health among smaller employers. During their preparation for SHARP eligibility, employers have the opportunity to learn how to maintain safe and healthy workplaces through the development and implementation of proven and effective safety and health management systems. Assistance and training are provided by qualified consultants who are experienced in helping employers develop safety and health management plans. Employers who receive their first SHARP designation or initial renewal are exempt from programmed inspections for two years. Subsequent renewal of SHARP may result in three-year exemptions from programmed inspections.

 Construction Partnership Program

The Construction Partnership Program (CPP) of Kentucky is offered by the Division of Education and Training to enter into formal agreements with general contractors, construction managers, construction associations and construction companies to promote health and safety in the construction industry. The program goal is to partner with those construction companies that have an existing safety and health management system in place that promotes safety and health. These companies will have a positive impact on all new subcontractors coming to their worksites who join the partnership.

OSP - OSHA Strategic Partnership Program

KYOSH’s mission is to send Kentucky’s workers home uninjured. Traditionally, KYOSH’s strategy has been to promulgate and enforce workplace safety and health standards. With only 40-plus compliance officers and over 90,000 workplaces, the challenge is significant.

In contrast, KYOSH Strategic Partnerships (OSP) moves away from traditional enforcement methods and embraces collaborative agreements. Through OSP, KYOSH and its partners agree to work cooperatively to address critical safety and health issues. This very different approach is proving to be an effective tool for reducing fatalities, injuries and illnesses in the workplace.

SPP - Safety Protection Parnership

SPP (Safety Partnership Program) is a fresh, innovative effort in Kentucky's Occupational Safety and Health Program. It is an outgrowth of federal OSHA's Regional Pilot Project, the Comprehensive Assistance for Safety and Health (CASH) program. It is designed to offer long-term assistance to the smaller employer who has a history of high injury/illness rates and high workers' compensation costs.

This long-term assistance is being provided by the Kentucky Labor Cabinet's Division of Education and Training. The division was created to assist employers and employees with their safety and health needs. The Division of Education and Training and the Division of Compliance function independently of one another without sharing information relative to their activities.
